 Er.
A K Gupta
Er. A K Gupta has been an integral part of the Regional Centre for Urban & Environmental
Studies Lucknow (RCUES) since 2014, currently serving as the Additional Director
of the Centre. He earned his B.Tech in Civil Engineering from HBTI Kanpur and holds
a Master’s Degree in Planning from the School of Planning and Architecture, New
Delhi. Additionally, he possesses a Postgraduate Diploma in Construction Management
and Real Estate.
With a wealth of experience exceeding 35 years, Er. A K Gupta has held leadership
roles as the Head of Department in various Government Organizations at both the
National and State levels. His roles have included positions such as Executive Engineer,
Chief Engineer, and Chief Architect Planner in the Municipal Corporation/Development
Authority of Uttar Pradesh. Notably, he served as the Director (PMU) for a prestigious
urban development project under JnNURM, a centrally sponsored scheme of the Government
of India, and various schemes related to GAP/YAP.
Er. A K Gupta has played a key role in the conceptualization of various State Government
schemes, including Adarsh Nagar Yojna, Samagra Vikas Yojna, and has been associated
with the World Bank. During his tenure with the Ministry of Railways in Rail Land
Development Authority as a Board Member of RLDA, he led the team in formulating
guidelines for leasing land, GCC, SCC, and various rules and regulations regarding
Land, Manpower, and asset monetization on Railway Land.
His expertise extends to conceptualizing projects involving Public-Private Partnership,
BOOT, and other models for the commercial development of Railway Land.

 Dr.
Anjuli Mishra
Dr. Anjuli Mishra, serving at the Regional Centre for Urban & Environmental Studies
Lucknow (RCUES) since 1988, currently holds the position of Joint Director at the
Centre. She earned her Doctorate in Environmental Psychology from Lucknow University
and holds a Master’s Degree in Psychology from the same institution. With over 35
years of extensive experience in the field of Urban Administration and Development,
Dr. Mishra has made significant contributions to the Centre. Throughout her tenure,
she has actively published numerous reports and modules of exceptional value, showcasing
her expertise and commitment to the field.

 Dr.
Rajeev Narayan
Dr. Rajeev Narayan joined the Regional Centre for Urban & Environmental Studies
Lucknow (RCUES) in 1988 and currently serves as the Joint Director. He earned his
Doctorate in Public Administration from the University of Lucknow and has accumulated
over 35 years of extensive experience in Urban Administration and Development. In
2002, he was honored with a fellowship from the Asian Institute of Technology, Bangkok,
Thailand. Dr. Narayan specializes in Public-Private Partnership, receiving formal
training at the Institute for Public-Private Partnership (IP3) in Washington, USA.
His noteworthy contributions include the successful implementation of the Report
Card System in over 55 Urban Local Bodies in Uttar Pradesh. Additionally, he played
a key role in coordinating the preparation of more than 50 Detailed Project Reports
(DPR) under the JNNURM and UIDSSMT Schemes of the Government of India. Dr. Narayan
has authored numerous publications of high quality.

 Dr.
Alka Singh
Dr. Alka Singh, currently serving as the Joint Director at the Regional Centre for
Urban and Environmental Studies (RCUES), Lucknow, holds a Doctorate degree in Public
Administration from Lucknow University. With a diverse background encompassing over
15 years of experience in Academics, Social Development, and the Urban Sector, she
has been actively involved in coordinating various initiatives for the capacity
building of urban functionaries. These initiatives include projects such as JNNURM,
SJSRY, NULM, AMRUT, Smart Cities Mission, and Street Vendors, conducted under the
auspices of the Ministry of Housing and Urban Affairs, Government of India.
Dr. Singh has played a pivotal role in coordinating numerous state-specific consultancy
assignments related to Solid Waste Management, City Sanitation Plans, and the implementation
of Accounting & GIS-based Property Tax Reforms. She has also supervised and monitored
the preparation of Detailed Project Reports under Government of India funded schemes
for the states of Uttar Pradesh, Madhya Pradesh, Jharkhand, and Chhattisgarh. Additionally,
she holds the designation of coordinator for the implementation of activities under
AMRUT. Dr. Singh has conducted and assisted in the conduct of various research studies
in the field of urban management.

 Mr.
Himanshu Chandra
Mr. Himanshu Chandra has been with the Regional Centre for Urban & Environmental
Studies Lucknow (RCUES) since 2013. Currently, he is working as Assistant Director
in the Centre. An Urban and Regional Planner, he obtained his Masters from School
of Planning and Architecture, New Delhi.
A registered Town Planner with Institute of Town Planner,India (ITPI) with more
than Ten years of Urban planning experience across India. Has good understanding
and knowledge of Urban & Regional Planning, SMART cities, Town Planning Schemes,
City Development Planning and Master Planning; Transportation Modelling; Public
Transport Planning; Developing DPRs, Feasibility Studies; Pre-bid Urban Planning
Services. Expertise in application of GIS and GIS Modelling in Infrastructure projects.
He has worked on various planning projects like Dholera Navi Mumbai SEZ, Maha Mumbai
SEZ, Mumbai Metro II, besides formulating twin city development plan, Development
plan and Town Planning Schemes, City Development Plan, Development Plans, Mumbai
Metro II, SFPoA & DPR’s under RAY, Preparation of Integrated Transportation System
Plan, Conducting Traffic Survey, Network creation, Traffic Study and Transport Modelling,
Feasibility Report and Project Development, etc

 Dr.
Nasruddin
Dr. Nasruddin has been with the Regional Centre for Urban & Environmental Studies
Lucknow (RCUES) since 2013. Currently, he is working as Assistant Director in the
Centre. He completed his master degree in Geography from Aligarh Muslim University
and doctoral research in Urban Geography from Department of Geography, JamiaMilliaIslamia
University, New Delhi. He has been associated as Member, Editorial Board, Urban
Panorama, RCUES, Lucknow. He has rich experience of about 10 years in the field
of development sector, academics and research field. He is credit of several scholarly
papers, research reports & training modules on different themes like Women Empowerment,
Urban Management, E-Governance, Geographical Information System (GIS) etc. His areas
of academic interest include Research & Training, Geographical Information System
(GIS), Urban Poverty Alleviation, Urban Management, Social Mobilization and Development,
Social Audit, Urban Governance, Environment, Climate Change, Gender Issues etc.

record of enhancing the capabilities of individuals and teams.
He has a proven record of managing and overseeing projects from inception to completion.
Project management skills are honed through years of practice, ensuring that initiatives

been instrumental in executing projects with precision, ensuring that objectives
